TRAINING OF THE FUTURE EDUCATIONAL MANAGERS IN TAKING OF ADMINISTRATIVE DECISIONS UNDER CONDITIONS OF UNCERTAINTY

Abstract

Problem statement. The need for a managerial decision penetrates everything that the education manager makes while setting goals and the process of their achievement, in particular under current conditions of competition in the market of educational services, the solution of the tasks of adaptation, survival and development under new conditions of reformation. The purpose of the article is to define and systematize the specifics of the decision-making process under conditions of uncertainty, to substantiate the peculiarities of forming the readiness of the future education managers for their adoption in the process of professional training. Research methods: These theoretical research methods are used: analysis, synthesis and systematization of scientific literature in order to clarify the concepts “uncertainty”, “quality solutions”, “effective solutions”, the causes of uncertainty, the identification of the specifics of the education manager's decision making under conditions of uncertainty. In addition, the methods of empirical research were used: questionnaires in order to identify the difficulties faced by education managers in making managerial decisions under conditions of uncertainty. It is emphasized that the process of developing and approving a management decision under conditions of uncertainty is justified by the choice of the education manager's behaviour strategy, management between several alternatives to achieve the goal. It is proved that the decision-making process requires appropriate competence and the use of many methods and techniques. The difficulties, which might arise when the education managers are taking high-quality managerial decisions under conditions of uncertainty, are determined: application of different methods of decision making under conditions of uncertainty; the ones connected with an effective goal setting and information gathering; the inability to take different variants of decision, with an assessment of the possible consequences of different variants of decision and their implementation. The factors that influence the quality of managerial decisions approved by education managers under conditions of uncertainty are revealed: limitation of time, volume, reliability and quality of information, elaboration of a set of alternatives. It is proved that the process of quality management decision-making involves the availability of sufficiently comprehensive and reliable information, which in practice, as a rule, is heterogeneous, incomplete or distorted. The existence of uncertainty is associated with incompleteness, lack of information about the object of the process, the phenomenon in respect of which the decision is made, with the limited ability of the person to collect and process information, with the constant variability of information about many objects.
