THE IMPACT OF THE PRESIDENTIAL GOVERNMENT SYSTEM ON THE BUREAUCRATIC TUTELAGE CONCEPT

Abstract
The efforts by bureaucratic elites to bring the elected political power under tutelage by using the domestic political conflicts within the country as an excuse has turned into an increasing & repetitive vicious circle since the 1960's. This tutelage approach, which caused the Turkish political life to be remembered with coup d'états, has brought itself under protection and become deeply rooted. With the referendum held on 16 April 2017 in the Republic of Turkey, the existing governmental system has changed and the Presidential Government System has emerged. The implementation of the Turkish type Presidential System began after the elections of 24 June 2018 and it envisages many changes in the existing structure. One of such changes and maybe the most important one is the bureaucratic tutelage concept, which has intensely been used as a tool of pressure on the Turkish political life and which has indeed been effective. It is expected that the Presidential Government System will weaken the tutelage attitudes of bureaucratic tutelage institutions and remove the tutelage applications of such institutions.
