Abstract
Nowadays the public relation has an overwhelming impact over the connection in implementation of public services. The smartness of e-procurement, project and contract management have their interrelated connections in delivering real benefits to the citizens. People over the world want to live in peace. The security organizations have the task to protect the population and to ensure intelligent intergovernmental security liaisons. The public contracts the policy-makers are managed are corner stone in the sense of our future as a contemporary human being. The policymakers' decisions are not right every time; they need to tailor-made the voice of the voters. The collaboration provided by the public relation profession is a paramount reflection of the public contract. The transparent communication of the public relation provides trust in citizens about political system and the spending of the taxpayer's money. The reputation of the organization depends on the political responsibilities in contracts management. The strategic communication has outwardlooking view over the approaches the organization may use by its public relations. In the security organization, the information is sensitive21. The public relation's daily work could be influenced by not mentioning in front of the citizens of some positive or negative results of the organization. There are contracts implemented under security reasons, others are under conventional public procurement.
