Abstract
The article highlights the main trends of social development, which demonstrate the strengthening of the role of non-formal education as an essential component of lifelong learning. Focuse is on needs of society to adapt to the dynamics of information processes, and in this regard the importance of the development of modern educational sector in solving the problem of personal and social aspect of information inequality is noted. Features of organization of partner educational programs in libraries of Ukraine and abroad are analyzed. Particularly, the necessity of implementation of an open educational model in which libraries become nodes connecting the local learning system with global information and knowledge resources is justified. The subject of interest is the formation of effective and efficient system which aims at preparing citizens for life in informational society and in which library institutions acquire a strategic role and significance.
