Abstract

Purpose. The study of scientific and innovative potential as the main factors affecting the economic development of the northern border region. Methods. Characteristics of Economy of the Republic of Karelia in the use of research and innovation as the main resource of economic development, the analysis of the dynamics of parameters characterizing the state of scientific and innovative potential of the Republic of Karelia, the interrelations of these parameters. Results. Based on an index of the scientific and innovative potential development, based on evidence-based approaches and expertise, as well as author’s own conclusions, investigated the relationship between research and innovation potential. Concludes that today the Republic of Karelia is one of the leaders of Russian regions preparedness entry into the global information society and in particular the use of ICT and training of relevant personnel. These features of scientific and innovative development of the Republic of Karelia indicate the absence of external influences that increase the pace of their development, so that this task falls to the control system region (regional authorities). Scientific novelty. Scientific novelty is to study the relationship between research and innovation potential. Author work out the method for evaluation of innovative capacity and innovation activity, the basic parameters characterizing the innovation capacity and innovation. Regions to improve the competitiveness of their products should be intensified innovation. For this it is necessary to improve the system of innovation management, to develop the region, to form a regional innovation system (RIS), and given the considerable differentiation of the regions it should be different for different types of regions
