Abstract

Analyzed requirements of existing regulatory acts for organizational and engineering design and exploitation regulations for locality gas distribution systems (GDS). Significant part of inhabitants, which are using natural gas to fulfill utility needs and for off-line heat supply, pay for the provided services based on the counters measurements, that are not reflecting actual volume of the consumed gas (energy), or based on specific standards depending from nomenclature of domestic gas appliances or heated area. Conceptually changed algorithm of consumed gas measurement in energy units kW/h, will allow to align record-keeping, considering physical and chemical fuel qualities. Proposed technological schemes of organization of modern systems of intelligent record-keeping with staged roll-out: distribution pressure regulating station (DPRS) with commercial record-keeping units, communal meters (where they are already installed), subscriber meters which could operate as a part of mentioned systems. DPRS is a gas source for low-pressure systems, which supply fuel to the residence buildings. Implementation of pilot projects for these DPRS will allow to increase measurement accuracy for daily balancing of natural gas and reciprocal payments among gas suppling and gas consuming companies. Definitely this will also promote refinement of specific standards of gas consumption for subscribers without metering units.
