Abstract
The article examines the essence of the personnel management system as the most important system of enterprise management. We provided methods, approaches of personnel management, the main functions of the personnel management system and its subsystems. Also this article researches the existing problems of personnel management in the enterprise. We considered development of concepts of personnel management from the level of Human Resources Department to the global management of human resources, human potential and intellectual capital. We determined feasibility of improving the structure of the personnel management system at domestic enterprises with the theoretically developed attributive structure and the system of professional development of the personnel. We provided reasons of adapting conditions of operating activities of domestic enterprises to the Japanese school of personnel management in terms of education and training of their employees from the moment of hiring, which would be a prerequisite for the employment of young professionals.
