Abstract
A program of the formation of mathematical concepts in elementary school is discussed in the article. The development of a mathematical language was the basis for the program. Implementation of this program allowed us to obtain high results on content knowledge, and to draw psychological conclusions regarding the principles of building courses and organizing activities based on the theory of the gradual formation of mental actions
