Abstract

The article substantiates the relevance of the use of innovative tools in the management of education of the united territorial community (UTG) and base educational institutions in the conditions of decentralization of power in Ukraine in the context of strategic tasks defined by regulatory acts. The theoretical foundations and views of modern scientists on the essential characteristics of strategic planning and project management technologies in the management of education and base educational institutions are revealed, as well as the possibilities of their implementation in order to form in the UTC their own effective system of providing educational services to the population of the community. The essence of foresight is described as a technology of formation of priorities of development and mobilization of the largest possible number of interested persons for the achievement of qualitatively new results in the development of the UTC and base educational institutions. The theoretical foundations of the methods of "critical technologies", Delphi, positive assessment of the situation, benchmarking in the context of strategic planning of community activities are also revealed. The urgency of the implementation of project management technologies, application of the logical-structural approach and the matrix in the development of projects and programs for the development of education in the UTC are formulated. The article reveals the author's view on the use of a cluster approach as the basis of strategic planning, project management in the management of the UTC education and base educational institutions. The implementation of the technologies described in the article should result in the development of the educational sector that is a priority for the innovative development of regions and a capable integrated territorial community
