CRITERIA, INDICATORS AND LEVELS CHARACTERISTICS OF PROFESSIONAL COMPETENCE FORMATION OF FUTURE PENITENTIARY OFFICERS IN UKRAINE

The new conception of officers` training in graduate education needs to be developed for the future officers` training of the State Criminal and Executive Service of Ukraine, who are able to conduct tasks at a high level of service and quasi professional activity, that is why it is important to discover the criteria, indicators and levels of penitentiary officers` formation in traditional education. The purpose of the study is the research of the professional competence formation state of officers of the State Criminal and Executive Service of Ukraine at the bachelor's and master's education degrees. The results of the analytic and research work are shown in the study that allowed to consider the positive experience, contributed to the rational use of pedagogic innovations and technologies, implemented by other scientists and also provided the author's reasonable propositions as to quality implementation of officers` professional competence formation of the State Criminal and Executive Service of Ukraine in the process of graduate education. The author proved that formation of professional competence is appropriate to be evaluated in four levels: low (receptive and productive); middle (reproductive); sufficient (constructive and variable) and high (creative). The trial study indicated the need to significantly improve the characteristics of the levels, the definition of clear methods for obtaining quantitative data, and the proposed methodology has received favorable reviews.
