Abstract
The article analyzes the emergence and development of the initial concepts of the rule of law of the state, its institutional structure and its priority features, such as tolerance, consensus and compromise. It also emphasizes the definitions of the rule of law and the views of philosophers, the distinguishing features, components and basic principles of the rule of law
