Abstract
The study examines the topic of amnesty measures for violations of human rights and international humanitarian law. The aim behind that is to determine the modalities for using amnesty measures in a way that allows reconciliation and peace without neglecting the imperatives of enforcing the justice stipulated in the provisions of international law. The study concluded that amnesty measures were already adopted in many cases within the framework of implementing reconciliation processes, as it has been proven that there is no international instrument that officially prohibits these national measures. However, the adoption of such measures is no longer subject exclusively to the broad discretionary power of states, amnesties are now regulated by a substantial body of international law.
