PROVISION OF MEDICAL INSTITUTIONS OF THE RUSSIAN FEDERATION WITH STAFF IN THE PERIOD 2012-2018

Abstract

Background. One of the goals of the ongoing health care reform in the Russian Federation is elimination of the shortage of medical personnel. One of the conditions for filling this branch with personnel is the level of labour remuneration. Aim. To identify the key problems of provision of medical organizations in the Russian Federation with medical personnel in the period 2012-2018. Materials and Methods. In the study, the data were used taken from the forms of federal statistical observation №30 «Information about the medical organization», as well as data of the reporting forms of the Federal State Statistics Service concerning salaries of doctors and hired personnel in the Russian Federation in the period 2012-2018. In statistical processing of the material, methods of descriptive and analytical statistics were used. Relative parameters, parameters of provision of the population and of medical institutions with personnel, parameters of the average salary of doctors in the study period were calculated. The main research method was trend analysis. Results. In the period 2012-2018 the number of doctors of all specialties increased by 18.3% and amounted to 548.8 thousand. The main contribution to increase in the number of medical personnel was made by doctors of outpatient medical facilities (+16.7%). The number of occupied medical positions increased due to personnel of outpatient clinics, while in hospitals this parameter tended to decrease. The rate of staffing of medical positions in all types of medical organizations showed a tendency to decline (-5.1%) in the study period. At the end of 2018, the average salary of doctors was 198.0% of the average monthly salary of employees in the Russian Federation. Conclusion. Parameters of the provision of population and medical organizations in the Russian Federation with medical personnel in the study period had multidirectional trends. Despite the fact that the level of salaries of doctors by 2018 reached the target parameters in accordance with the Decree of the President of the Russian Federation №597 of 05.07.2012, there still remain disproportions in the staffing of medical institution with personnel.
