POTENTIAL OF APPLICATION OF PUBLIC-PRIVATE PARTNERSHIP IN THE AREA OF URBAN PASSENGER TRANSPORT

Abstract
The article explores the potential of using public-private partnerships in the area of urban passenger transport. The mechanism of public- private partnership, allows to overcome the limited possibilities of financing of infrastructure projects. The advantages of the public-private partnership mechanism, such as the distribution of public and private sector liabilities, the sustainable nature of their interaction, the ownership of assets and the distribution of profits, are identified. The foreign experience of using public-private partnership in the field of urban passenger transport is analyzed, it is found out that the most common form of it is a concession agreement. The features of the institute of public- private partnership in the field of urban passenger transport are: combining the possibilities of the state and private business for joint provision of socially significant services and implementation of projects; finding the optimal correlation between the two extremes - 100% state provision of services and their full privatization; keeping the public-private partnership object (depending on the source of investment in the creation of the object) in public or private ownership; direct regulation of the activity of a single transport operator where development of a competitive environment is impossible or impractical; transparency of state relations with the private sector and competitiveness in the choice of commercial counterparties. The public-private partnership strategy for urban passenger transport in the metropolitan area should, as a matter of priority, address two main tasks: ensuring accessibility of transport services for the population of the metropolitan area and ensuring transportation safety. In our opinion, in order to develop the system of public-private partnership in passenger transport of the metropolis, especially its land part, it is necessary to change the financial conditions of functioning of urban transport, which are currently based on tariffs and budget subsidies, which are low for social reasons. This limits the possibilities of public-private partnerships, making it attractive to private entities only in the area of commercial transport on market conditions (taxis, including shuttle buses).
