COMPARATIVE CHARACTERISTICS OF THE GOVERNMENT OF SPAIN AND UKRAINE

The article is devoted to the question of the relation between the state system of Spain and Ukraine. Firstly, the author of the article considers the topicality of this issue and makes arguments why this research is actual problem in our time. The purpose of this article is to analyze in detail the public authorities of the two countries mentioned above, as well as to find out as much as possible about the features of their organization and activity on the basis of a comprehensive and objective analysis of the works on the mentioned topics. The article addresses the problematic issues of the theory and practice of state building from the point of view of the form of state system of both Spain and Ukraine. The main definitions, advantages and disadvantages of the existing forms of state system are identified. The arguments of the expediency of the Unitarianism of Ukraine at the modern stage of transformation and the ways of its improvement for the purpose of effective functioning of the state power as a whole are presented. The focus is on the comparative characterization of the legislative and executive branches in the states. In addition, the article reveals and analyzes the experience of Spain in the process of decentralization of public administration, the redistribution of powers between the branches of power in Spain and in Ukraine. The issue of decentralization is quite important, as this process is one of the basic conditions for the independent and effective operation of local authorities in both Spain and Ukraine. The results of the study are interesting and valuable in the conditions of statebuilding of Ukraine. Important in the article is that it analyzes the complexity of decentralization in the context of the relations between the regions and the center, their common experience to our state and Spain. The attention is focused on the administrative and territorial structure. Its features and main administrative and territorial units are defined. Thanks to this, we can learn and take into account the experience of Spain on the state system.
