WAYS OF OPTIMIZATION OF CENTRAL BODIES OF EXECUTIVE POWER: PROBLEMS AND PROSPECTS OF REFORM

The legal status of the central bodies of executive power is investigated. The Concept of optimization of the system of central bodies of executive power is analyzed, with definition of the main directions and priority tasks of their reforming. Special attention was paid to the process of decentralization and the problem of the separation of powers between state authorities and local self-government bodies, and generalized scientists' views on the ways of its implementation.
