State regulation of the socio-economic recovery of the Ukrainian Donbass (a chronicle of alternative options for government decisions taken in 2014-2019). Part 1. General characteristics of the challenges of statehood and directions for overcoming them

The article reveals the conceptual provisions of increasing statehood, contained in the inaugural speeches of the fifth and sixth presidents of Ukraine. The scientific basis for the further development and improvement of the Budget Code of Ukraine in the context of the introduction of budgetary federalization. State regulation of the socio-economic restoration of life in the Ukrainian Donbass is based on the territorial unity of the Luhansk and Donetsk regions with all regions of Ukraine, which will ensure the reproduction of interregional cultural, educational and industrial and technological ties. The main challenges to the preservation of the modern statehood of Ukraine are recognized to be the end of the public military conflict through the establishment and development of Peace in the Ukrainian Donbass, overcoming the poverty of the population, and the transition to strategic social planning of human development. Clarification of the current Anglo-Saxon model of a market economy is seen in the development and implementation of National and Regional Human Development Programs using a person-centered approach and the initial provisions of the theory of social systems. Ensuring the unity of words and deeds in the inaugural speeches of the fifth and sixth presidents of Ukraine should be achieved in the parliamentary-presidential republic by the development and implementation of Government Action Plans on the basis of the adoption of relevant decrees and laws by the Verkhovna Rada of Ukraine. The tasks and indicators of "Overcoming poverty" in the system of the Millennium Development Goals, which were valid until 2015 and in the system of Sustainable Development Goals for the period up to 2030, which are adapted for Ukraine, are given. The spiritual components of the system of national values and the initial provisions of social systems are determined, designed to achieve an understanding of the conflicting parties in the Ukrainian Donbass and their repentance for the restoration and development of the Peace.
