Abstract
Following the evident failure of the development process and its inability to meet the social requirements in most developing countries, including Algeria, a new approach to development has been made by international development agencies now put the focus on aspects of political and institutional, not only in order to cope with changing facts and structures as well as multiple global changes on all levels, but mainly to change the internal situation countries involved in the revision of roles assumed by their various stakeholders (government, private sector and civil society); It is of course the approach to governance as a political approach of development, with all its indicators and international standards to assess and measure the quality of governance.
