Abstract
The process of certifying public transaction through our study of the provisions of the Algerian legislator moved from the tender method contained in the previous regulation to the requesting offers as a method based on the multiple criteria of granting biddings such as quality, price, and technical merit, the total cost of the position of the transaction, the type of service provided, the technical features provided with the offer and the date and time of delivering and marketing as a general asset in the conclusion of general deals.
