Abstract
The arrangement of human resources is an important aspect that must be considered by the management to maintain and develop an organization in the era of Industry 4.0. A strategy is required as a base for developing a better organization. The Analytical Hierarchy Process Method is chosen as the base for determining the finest alternative strategy. The study results show that developing the learning culture is a necessary management's effort to implement the strategy of competency-based human resources management throughout the generation of Industry 4.0.
