Training of civil protection management staff in 1980–2020

Abstract

The article considers the experience of organizing training of management staff in the field of civil protection in the historical retrospective of 1980–2020. To coordinate the implementation of measures aimed at preventing emergencies, eliminating their consequences and providing assistance to victims in peacetime and in special periods, the legislation of Ukraine defines the range of officials among the leadership of executive authorities, local governments and businesses. It is established that in different periods, the leading functions to ensure public safety and respond to modern threats were entrusted to the heads of executive bodies, local governments, administrative departments of enterprises, institutions and organizations. The main periods and stages of development of the system of training and retraining of of management staff in the field of civil protection, which was formed in the civil defense system, and later in the civil protection system, are defined. To fulfill the task of training managers, territorial civil defense courses were formed, which were reorganized into educational and methodological centers for civil protection and life safety. Approaches to the organization of management training in different periods are described. In the early historical stages, training took place in preparation for solving defense tasks and defense against weapons of mass destruction, then focused on preparation for protection against the effects of peacetime and special period emergencies. The main content of the training is analyzed. It depends on the peculiarities of the organization of the state system, that is responsible for the safety of the emergencies. The content of training takes into account relevant threats, the priority tasks of protection, organization and management of forces activities and civil defense measures. The main forms and methods of training management stuff to perform functions in the field of civil protection are studied. It was found that it was carried out off-the-job training directly on the courses, during departures, distance form, online. The forms and methods of training have been studied and it has been found out that the leading methods of training management staff in the field of civil protection are: conducting business games, analysis of specific situations, group exercises, training, practical work with documentation, etc.
