TERROIR WINES IN UKRAINE

Abstract
The article highlights the issues related to the development of the wine industry in Ukraine, as one of the most promising, taking into account the active development of the world market, increased consumption of wine in the world and increased competition among wine countries. It has been noted that one of the main directions is the legalization and development of small winemaking, an effective legislative step to which was the adoption of the Law «On Amendments to Some Legislative Acts of Ukraine on the Development of Production of Teruary Wines and Natural Honey Beverages». Attention has been drawn to the lack of interpretation of the terms «terroir» and «terroir wines». Existing approaches to the interpretation of these concepts in world science and practice have been analyzed. It has been suggested to distinguish 4 components of terroir: climate, soils, topography, plant and animal environment. It has been emphasized that terroir wines must carry special, unique to them, typical characteristics, which are determined by the totality of natural and socio-cultural factors of a particular locality, while the law does not stipulate their autochthony. It has been established that the areas of industrial viticulture according to the grape cadastre of Ukraine are not taken into account by producers when marking and providing advertising information; therefore, the terroir zoning of Ukraine needs to be harmonized, if not in legislation, at least in the scientific field. The legal status of small wine production, legislative simplifications and features of obtaining a license for the production and sale of wines of such producers have been analyzed, which should have facilitated the development of small wine production, however, as of October 1, 2019, only 8 small industries were officially registered. Consequently, significant prospects for Ukraine's wine industry require further regulation of its market, since even the substantial simplification of the licensing procedure and financial facilities had little effect on the legalization of small-scale production.
