SOME ISSUES OF EFFICIENCY OF PUBLIC ADMINISTRATION ON THE FISCAL SPHERE OF UKRAINE

The article deals with the peculiarities of public administration in the fiscal sphere of Ukraine and the criteria for determining the effectiveness of such administration. It is noted that the current system of public administration in the fiscal sphere is ineffective, which is confirmed by the reports of the Accounting Chamber of Ukraine for 2016–2018, which contains information indicating numerous irregularities and deficiencies in the administration of the state budget revenues, violations of budget legislation, inefficient budget use budget of Ukraine. It has been determined that the effectiveness of public administration bodies in the fiscal sphere should be evaluated from both internal and external activities, using criteria such as productivity, efficiency and quality. It is noted that the destructive elements in the organization of an effective system of public administration in the fiscal sphere of Ukraine are constant reforms of public authorities, insufficient level of transparency and openness in the sphere of public administration, unclear delineation of political and administrative spheres, insufficient professional level of the public system competence, low level of disciplinary responsibility, imperfect political and administrative mechanism control in the public administration. The author came to the conclusion that today it is urgent for Ukraine to increase the efficiency of the activity of public administration bodies and to introduce such a system of public administration in the fiscal sphere, which will take measures to prevent and prevent various irregularities and deficiencies in the system of administration of finances, to guarantee the proper quality services for providing administrative services and their accessibility, quality and effectiveness of the decisions taken, the efficiency of time and efficiency of the tasks, their financial support for the activity, an adequate level of regulatory support.
