Abstract

The article examines the diversity of modern models of public service in the world, their types. The models specific to our state — Ukraine, their peculiarities and practical importance are analyzed. It is worth noting that today there are many different models of public service being implemented in the world, the research of which can be very useful for Ukraine. In order to effectively organize the work of civil servants in the conditions of reform and democratization of public administration, the experience of effective models of organization of public service in European countries and the possibility of its adaptation to national practice were taken into account. The main issues of evolution of the basic concepts of public administration were also investigated, the features of civil service positions were characterized on the basis of the criteria of professional competence, a comparative analysis of the models of public service in the EU countries was conducted. The theoretical and methodological basis of the study was the dialectical theory of cognition and systematic approach to the study of social phenomena and processes, theoretical positions of domestic and foreign scientists on the topic of scientific work. The Law of Ukraine «On Civil Service» was analyzed and conclusions were drawn on considering it as a starting platform for the formation of the European model of public service, practical recommendations were given on perspective measures of introducing the experience of the public service of EU countries into national practice. In turn, the study of existing types and models of civil service organization in the world makes it possible to determine what experience, which of the reform concepts and to what extent can be adapted to the Ukrainian soil, as well as to better understand the logic of reforming the national civil service model and identify ways to improve its effectiveness. An analysis of recent research gives a better understanding of the nature and meaning of the term «civil servant» and the peculiarities of their status and other concepts that are often used in the characterization of public service.
