FEATURES OF IMPLEMENTATION OF THE STATE POLICY OF TERRITORIES ECONOMIC POTENTIAL DEVELOPMENT IN THE CONDITIONS OF DECENTRALIZATION IN UKRAINE

Abstract
The features of implementation of the state policy of territories economic potential development in the conditions of decentralization in Ukraine are singled out. In order to comprehensively study of the conditions of functioning of mechanisms of state regulation of territories economic potential development in Ukraine, the transformation of state policy in this field has been investigated since 1990.On the basis of a detailed analysis of management approaches, the stages of its implementation were distinguished: the first stage — the formation of the state policy of territories economic potential development (1990–1999); the second is the strengthening of the state policy of territories economic potential development (2000–2009); the third is the decline of the state policy of territories economic potential development (2010–2014); fourth — activation of the state policy of territories economic potential development (2015–2017); the fifth is the development of the state policy of territories economic potential development (2018 — till now). The periodization offered by the author opens possibilities for formulation of scientifically substantiated practical recommendations for improving the mechanisms of state regulation of territories economic potential development. It was noted that during the years of Ukraine's independence, the state policy of territories economic potential development under the conditions of decentralization has undergone several stages of transformation, which have defined its characteristic features. Despite the radical updating of the legal framework, for a long period the process of territories economic potential development was in the conditions of dependence of state policy and a severe lack of powers regarding the ability to manage their own resources. The situation was further complicated by managerial misunderstandings between public authorities and local self-government. Also, a large number of territorial communities demonstrated their unwillingness to take responsibility for determining the strategic path to strengthening their own economic capacity. All this determined the pace of economic development at the local, regional and state levels and, accordingly, determined the specific features of the functioning of the mechanisms of state regulation of territories economic potential development.
