ANALYSIS AND WAYS TO IMPROVE THE REGULATION OF LANGUAGE RELATIONS IN UKRAINE

In this article has been analyzed the problem of the regulation of the relationship between languages in the multiethnic Ukrainian state. In general, the purpose of this article is to analyze the language problems in Ukraine in the social and the legal aspects and develop proposals to solve this problems. These ways must reflect a reasonable compromise between the functioning of the Ukrainian language and the languages of national minorities. This exploring includes several stages. First of all it is researching of a retrospective aspect that contain the historical, cultural and political causes which led to the current situation. It will be expedient during the analysis not only to present the facts, but also their correct interpretation from the point of view of modernity. Then authors consider legal aspect, which includes three elements: language relations as an object of legal regulation, the ability of language in general to fall under the law and definition of the term «regulation of language relations» — analysis of current legislation governing the language situation and consideration of related industries. In the end authors offer concrete ways of the decision of the given problem in the conditions of the Ukrainian realities. It should be noticed that the authors provide clear and specific ways to solve problems that exist in linguistic relations. This article is useful as a practical recommendations and has interesting, progressive and neoteric ideas on this issue. In addition to practical value, this article includes theoretical constructions, consideration of the connection between language issues and the constitutional principle of ideological diversity. Also is revealed importance for the modern Ukrainian state of the correct regulation of language relations between the titular nation and national minorities.
