Conceptual Basis of Strategic Development of National Scientific Library and Information Complex: History, Principles, Priorities

The article presents scientific analysis of the conceptual basis of strategic development of the V. Vernadsky National Library of Ukraine in terms of transformation of scientific communications. The first conception of the National Library of the Ukrainian State (former name NLUV), developed under the leadership of Academician V. Vernadsky, with the participation of prominent scientists and public figures S. Efremov, G. Zhytsky, A. Krymsky, V. Kordt is mentioned. The processes of library transformation in independent Ukraine that influenced the integrated development of the NLUV in the 1990 s is outlined.Focus is on updating the activities of the V. Vernadsky National Library of Ukraine as the largest library and scientific information complex in Ukraine; extra-category library with a universal fund of domestic and foreign publications; the state book depository of the press of Ukraine; depositories of UN agencies; research institute on problems of library science, bibliography, bibliology; coordination and methodological center for libraries of research institutions of the NAS of Ukraine. Chronological framework for the modernization of the V. Vernadsky National Library of Ukraine in accordance with the new strategy of its development, is provided, taking into account the transformational scientific and communication processes in the library sphere.A special place in the article is given to the scientific work of the Director General of the V. Vernadsky National Library of Ukraine (in 1992–2013) O. Onishchenko, who developed a strategy for its development as a national, focused on raising the scientific level and importance of the institution as a social institution, identified new tasks and proposed methods for their comprehensive solution, including the creation of electronic information resources and databases aimed at the development of science in Ukraine and national cultural heritage resources within the V. Vernadsky National Library of Ukraine, deepening information and analytical activities and providing government agencies with information, improving the cultural and educational function of the Library and raising its international status.Observing the transformation of the system of scientific communications, the article analyzes the research, scientific-informational, scientific-methodical and scientific-organizational activities of the V. Vernadsky National Library of Ukraine both in Ukraine and in the world scientific space and emphasizes the development of a strategic concept of its activities in the long run which is based on a fundamentally new vision of the place and role of scientific libraries in ensuring the intellectual, scientific and technological, socio-political and spiritual rise of Ukraine.
