Abstract

The examination paper is an assessment tool that is used to determine the learning performance and capability of students and rank them among a closed group belonging to the same class. It contains a set of questions developed through various techniques to check skills and knowledge. It is observed that students are found dissatisfied with the current Annual Exam results due to poor governance of Exam conduct and unexpected or erroneous exam papers. Whereas, Teachers, School Heads, and Educational Administrators are not clear about their role, evaluation criterion, qualities of a good Test, exam paper construction process, and characteristics of a test or exam paper constructor. This shows the illogical activities and non-serious attitude of Responsible Authorities. So, this study covers the way to analyze the ongoing practices related to the Annual Examination Paper construction process for secondary schools. A structured interview questionnaire tool was prepared for Responsible Authorities i.e. Teachers, School Heads and Educational Administrators of the District Hyderabad, Sindh Pakistan. The collected data was assessed through a qualitative approach. The study reveals the malpractices in the Annual Examination Paper construction process. The responsible authorities do not have any knowledge of the paper constructionprocess and its implementation. Even the majority of them have not adopted any rationalized approach related to their role such as “Qualities of a Good Test”, “Curriculum-Based Evaluation Criterion”, “Centralized Examination Administration Process”, and “Determining the Characteristics of a Good Paper Constructor”. This study suggests the practical measures for fair and excellent academic achievement reflected by the students' effort that could be assessed with fair justice.
