Cluster as an Innovative Form of Territorial Development

The development of the economy and the preservation of its competitiveness are inextricably linked with the development of innovations. In this regard, the creation of a mechanism for innovation development of the economy is a priority both at the state and at the regional level. An important place in the structure of this mechanism is occupied by clusters. The purpose of article is to study the issues of forming an innovative form of territorial development based on a cluster model. The analytical, monographic, abstract-logical methods of research have been used, and in particular, the use of the system-complex approach to the definition of the directions of the development of the territory makes it possible to more effectively use the specifics of the factors of the efficiency and competitiveness of regional development, the possibilities of combining sectoral and territorial planning, to form a more competitive economic structure the region. The article deals with the question of formation of an innovative form of territorial development on the basis of a cluster model. On the basis of theoretical analysis of the definition of the concept «cluster», author's vision of the interpretation of this term has been proposed. It has been established that for today formation and development of clusters is part of the strategy of regional development. In the course of the study, the goal, objectives and principles of clusterization as an innovative form of territorial development have been determined. In our opinion, the goal of forming clusters is the development of entrepreneurial activity in a certain territory and the introduction of its innovative forms in order to improve the economic and social situation of territories and further territorial development. The advantages of the process of clustering of territories have been outlined. It has been noted that large-scale and constructive development of cluster forms of territorial development is impossible without active support of the state, both at the national and regional levels. It has been clarified that in Ukraine clustered approach to territorial development takes the first steps. Regional authorities are only beginning to realize the benefits of this approach and the need to develop a territory based on clustering. In the following years, innovative trends in the development of territories in Ukraine may be based on the principle of «reasonable specialization». As a result, the cluster organization of territorial development is the most promising form of regional development. The current requirement in the process of clustering the economy is to include it as a basis for strategic regional development.
