Abstract
The aim of the article is to study the concept of «quality of education» as a combination of properties that make service is able to meet the needs of the consumer. To determine the quality of education universities found that social indicators characterize it and how to measure that held operationalization of the concept. For this analysis elaborated definitions determine the quality of educational services institutions on which prompted some intermediate synthesis and developed a conceptual model of the concept of «quality of education institutions». It consist of a hierarchical sequence elements: the state of internal and external quality assurance procedures universities; the ability of universities to upgrade the content of training programs and adapt them to current realities; availability of quality assurance policies promulgated as an integral part of marketing management institutions; the degree of orientation quality assurance procedures to take account of the needs and expectations of all stakeholder institutions and society as a whole; the ability of university quality assurance procedures to influence the culture of the quality of education in society. A conceptual model of the «quality of education institutions' communication mediates the initial concept –«quality of education» with certain metrics. The next step is transformed into a conceptual model operational. The operational model of the concept of «quality of educational service institutions» consists of social indicators, which are methodological tools internal quality assurance of educational services and institutions can be measured. Obtained using indicator variables recorded empirically translated into indexes. Indices – the ratio of inventory to achieve the desired parameters to the total possible number. Thus, the operational model, where available, is converted into a mathematical consisting of variables. Mathematical model requires select units. Given the fact that in the proposed system of measuring social indicators they have a value between 0 and 1, we believe that a satisfactory minimum allowable value of the index should be 0,5. This is due to the fact that, according to the procedure of mathematical rounding numbers can be argued that the rate of more than 0.5 and tends to 1 as a valid or sufficient. When measuring social indicators by putting them in the indices can not be proposed to implement it with certain types of scales used in sociological research.Thus, by manipulating mathematical models and operational data is obtained, which can extend the conceptual idea of the quality of educational services and implement feedback from solving the task of raising consumer value services institutions. Note that the list of social indicators that measure the quality of its university educational services can be supplemented. And to them are calculated indices are reliable and valid, have added social indicators to measure meaningful concept «quality of education» variable. The prospect of further research is detailed study of internal quality assurance of educational services institutions for which they have the primary responsibility.
