Methodological Principles of State Regulation of Agricultural Holdings

The state, using a set of effects on the economy can stimulate or inhibit the development of certain industrial relations, promote or inhibit business activities that play a progressive or regressive role in the development of agricultural holdings. The theoretical and methodological principles of state regulation of agricultural holdings in Ukraine have been studied in the article. The purpose of the article is to deepen the theoretical and methodological principles of forming the system of state regulation of agricultural holdings, which can be considered for solving this problem in the plane of new forms activation, methods and means of regulatory impact. General scientific methods of cognition have been used in the study. With induction methods, terminology analysis and operationalization of concepts the concept of "government regulation of agricultural holdings" has been studied, based on a generalization of this method - key methods and tools of state regulatory activities of holding companies in agrarian sphere have been abstracted (highlighted). The scheme of formation of state influence on holdings in operation indicating the main elements of the system of state regulation has been elaborated. The functional tools of state regulation have been considered. The classification methods of regulatory impact (administrative, economic, organizational) and forms of control (direct, indirect) have been proposed and their application areas have been characterized. The author has proved that sustainable social and economic development of rural areas requires the use of administrative regulation of holdings activities, which largely have to be focused on de-monopolization that is "de-agro holdingization" and organizational methods that are aimed at monitoring and statistical, dialogue-advisory, personnel and scientific, motivational support of agricultural holdings and the formation of their social responsibility. Element of scientific innovation is the tool of the main developed methods of state regulation with the justification of priority of state regulatory action. The practical significance of the results is to develop recommendations to improve the process of state regulation of agricultural holdings in Ukraine. Author's vision of system of state regulation of agricultural holdings makes it possible to intensify the regulatory impact on such areas as regulation of the relations of land ownership and control of its use and the quality of land, an effective system of monitoring the activities of integrated structures, deepening of public-private partnership, the settlement of the territorial aspects of operations with taxes, increased social responsibility of holdings. At the same time it is necessary to radically change the policy of financial support of agricultural structures to encourage livestock production and ecologically safe production. These issues will be our further research topic.
