Institutionalization as Tool of Budget Security Support

The need to ensure fiscal security is an objective necessity for any modern country, not excluding Ukraine. Unfortunately, today a number of negative factors exists in national public sector threatening effects that reduce the level of budgetary security of Ukraine, reduce the efficiency of the budget system and budget process of the organization. This provides the necessity of institutional processes investigation for ensuring fiscal security of Ukraine. The article aims to study the role of institutes and institutions in ensuring fiscal security, research essential content category «institutionalization of budget security» and identify areas of institutional influence on its support. The theoretical and methodological basis of the article is fundamental tenets of neoclassical economics, institutional approach, the dialectical method of knowledge of economic processes, scientific works of ukrainian and foreign scholars on issues essential characteristics of the concepts of «institute» and «institution» institutional problems of the economic system of the country and institutional support of budget Ukraine security. The research methodology allowes proving that the lack of effective institutes and institutions makes it impossible to ensure fiscal security and prevents the full realization of the budget system of their own capabilities. Thus, it has been found that institutionalization security budget provides aggregate institutes and institutions formation to maximize the economic potential of the budgetary system, along with developing a system of institutional measures to prevent risks and threats in the public sector of the country. Scientific newness of the article is in identification of areas of institutional influence on the budget process for Ukraine's security establishment on the basis of the essential content category «institutionalization security budget». Using the results of the study one can form the idea of a system of basic institutes and institutions in the field of budgetary security of Ukraine, which will help improve the systematization of areas of institutional influence on the budget process for Ukraine's security in terms of basic institutes and institutions institutionalizing relations and optimize security budget.
