Health culture of civil safety professionals as the basis of professional competence formation

Abstract
The purpose of the article is defined as substantiation of the importance of the future civil safety specialist health culture as a basis for professional training and the formation of integral professional competence. To achieve this goal, a set of theoretical methods were used: search, selection and systematization of sources according to research problem; analysis, comparison, synthesis and generalisation in order to establish the essence of key concepts and terms, to define the structure of health culture; forecasting and design for – conclusions formulation. In the study it was found that the health culture of future civil safety professionals is a time-consuming, lifelong process that promotes occupational health competence. The health culture of future civil safety professionals is characterized by axiological, cognitive and behavioural components, the development of which is provided by the theoretical content and complex of organizational, technical and special measures and means. Health culture can be considered as a basis for the formation of integral professional competence, which considers the ability to solve complex specialized problems and tasks which are characterised by the complexity and uncertainty of conditions, during practice or in the learning process, and involves the application of theories and methods of conducting monitoring, prevention of accidents, emergencies, accidents (at work) and occupational diseases, assessment of their possible consequences and their elimination. The scientific novelty lies in the fact that, the information on forming the health culture of future civil safety professionals has been generalized and systematized for the first time. The practical significance of the research lies in the possibility of using the results obtained in the direct professional training of future specialists of this specialty in the conditions of a higher education institution.
