Abstract

On the basis of pedagogical and comparative analysis of the transnational higher education evolution, the author has developed the periodization of its development during the second half of the 20th - the beginning of the 21st centuries, namely: the ideological period (the middle of the 1940's - the middle of the 1960's), characterized by the establishment of monocultural individual mobility within Western Europe and North America; increased interest in transnational educational activities in order to strengthen the leadership positions of developed English-speaking countries; the strategic period (the middle of the 1960's - the end of the 1970's), which was marked by the development of strategic documents; the establishment of an international movement for the mutual recognition of qualifications and diplomas in the field of higher education; growth of one-way student mobility from the Southern part of the world to the North; the institutional period (the early 1980's - the middle of the 1990's), which is characterized by the tendencies of strengthening the activities of non-state educational organizations; diversification of transnational higher education forms; creation of commercial providers of transnational educational services; the reformation period (the middle of the 1990's - the first decade of the XXI century), characterized by the accelerated development of virtual education and the formation of an open educational environment; the consolidation of international organizations to ensure the quality of transnational higher education; the emergence of bilateral transnational individual mobility from the Southern part of the world to the North and from South to South through the establishment of Australia as the world leader of transnational higher education.
