PARTY BUILDING ON ETHICS OF THE COMMUNIST PARTY OF VIETNAM TODAY

According to the traditional point of view, Ho Chi Minh's thought and the point of view of the Com- munist Party of Vietnam, building the Communist Party consists of three aspects: building the Party in terms of politics, ideology, and organization. These three aspects are closely related, in which political party building is of primary importance. This view continued to be affirmed and emphasized by the Communist Party of Vietnam at the 4th National Congress (1976) of the Party: “must build a strong Party in all three aspects: political, ideolog- ical and organizational. Those three sides are linked together, deciding each other. Party building in terms of ideology and organization must be closely linked, must come from path and missions, and at the same time en- sure that path and missions are properly defined, understood and right perform” [2, p. 783]. At the same time, the Party pointed out: “…Party building is a process of unifying the Party building in terms of politics, ideology and organization … Party building on politics is of primary importance” [2, p. 783–784]. At the 12th National Congress, in 2016, the Party supplemented the Party building on morality. XIII Congress, 2021 additional party building on cadres. Thus, according to the current Vietnamese Communist Party's point of view, Party building consists of five aspects: political party building; thought; organization, cadres and ethics. These five aspects are closely related to each other, of which political party building is still of primary importance. This is the theoreti- cal development of the Communist Party of Vietnam in the work of building the Party in the new context and is a very important contribution to the theoretical treasure of Marxism-Leninism in building the Communist Party. It is very necessary to clarify the theoretical and practical basis and the major undertakings, directions and solu- tions of the Communist Party of Vietnam on these additions and developments
