DIRECTIONS OF LEGAL AND ORGANIZATIONAL IMPROVEMENT OF THE CONCEPT OF FORMING A CORPS OF PROFESSIONAL JUDGES IN UKRAINE

The article presents the main directions of legal and organizational improvement of the concept of forming a corps of professional judges in Ukraine. It was found that the legal and organizational improvement of the concept of forming a corps of professional judges in Ukraine is regulated by the Constitution of Ukraine, the Regulations on the Competition for the Vacant Judge Position, the Regulations on the Procedure and Methodology of Qualification Assessment, Indicators of Compliance with the Qualification Assessment Criteria and the Means of Their Establishment, the Conclusion No. 1(2001 ) of Advisory Council of European Judges for the Committee of Ministers of the Council of Europe on standards for the independence of the judiciary and the irremovability of judges. It has been established that judges should regularly participate in training in order to improve morale and ethics. It has been proved that the improvement of the quality level of professional training of candidates applying for the position of a judge must be carried out through professional training as a result of participation in training projects, continuous training, continuous training of judges, training of all personnel working in the judicial branch of government, special training for persons applying for the position of assistant judges. It was determined that the formation of a highly professional corps of judges should be based on the principles of systematic renewal of professional knowledge, skills and abilities of judges through professional development. It has been established that the process of forming a corps of professional judges in Ukraine should, first of all, be such that would cause a high level of trust of citizens and society as a whole in him. It was found that the procedure for the formation of a corps of professional judges in Ukraine should take place in the context of the procedure for clearing the judiciary. It has been determined that an important direction for improving the concept of forming a corps of professional judges in Ukraine should be increasing the level of authority of judges in society. It was found that corruption, the level of which is quite high in the judicial sphere, affects the decrease in the level of public confidence, and the most common type of corruption in this system is political interference in the activities of courts and judges. It has been determined that the prospects for further research in this direction are the improvement of public control over the professional quality of judges, it is an important stage in the formation of the corps of professional judges in Ukraine.
