Abstract

The article considers the theoretical and scientific-methodical bases of public management of innovative development of employment of the population of Ukraine and offers mechanisms for its functioning in modern conditions of socio-economic development of Ukraine. The main ways to improve the state employment policy as a tool for socio-economic development of the country in terms of labor market transformation and sustainable economic development, the formation of priority areas of labor market regulation and employment, ensuring the quality of labor potential and human capital development. The general principles of Ukraine's regulatory policy are highlighted and a mechanism for improving the labor market and employment in Ukraine is proposed. The formation of models of public administration at the national, regional and local levels, the project approach to employment in public policy, the use of project educational activities in improving the labor market and the market of educational services, in turn, will help solve key issues of modernization policy in employment territorial communities of Ukraine. At the same time, project educational activity as a defining component of employment regulation deserves special attention. Educational projects are the most socially attractive anti-crisis tool, as they create an optimistic basis for expectations of future work and further professional career for fully or partially unemployed citizens. It is important to coordinate strategic decisions that can improve the workforce, expand the segments of innovative employment and ensure the balance of the labor market by improving the interaction of «education – entrepreneurship». Aspects of formation acquire special significance effective employment, creation of an effective labor market, organization of vocational guidance services and career centers, prevention of mass unemployment and labor migration.
