PRINCIPLES OF ACTIVITY OF THE UKRAINIAN PARLIAMENT

Abstract
The article provides a systematic analysis of the guiding principles of the organization and activities of the Verkhovna Rada of Ukraine, which, in particular, include such principles as the principle of the rule of law; the principle of legality (as a component of the rule of law); the principle of democracy; the principle of election; the principle of collegiality; the principle of publicity; the principle of parliamentary activity on a permanent basis. The content, nature and features of each of the above principles are also clarified. For a thorough study, the case law of the European Court of Human Rights on the interpretation of these principles was used, the decisions of the CCU were studied, some opinions of judges CCU, conducted a comprehensive analysis of national legislation governing the organization and activities of the Verkhovna Rada of Ukraine. The article provides examples of violations of these principles, identified cases of restrictions on their implementation. In particular, the reasons for their violation are often the incompetence of the subjects of the legislative process and the presence of signs of "poor", inaccurate legislative regulation of the Ukrainian parliament. The grounds for limiting these principles must be regulated exclusively at the legislative level and pursue a legitimate aim. The article clarifies and exhaustively reveals the relevance of the chosen topic, which is primarily due to the importance of the institution of the Ukrainian Parliament and, accordingly, the need to clarify the principles of organization and operation of this institution. An important aspect in terms of relevance is that this topic is insufficiently disclosed in the context of scientific research. The authors analyzed the latest research and publications. Based on the results of the study conducted in the article, the necessary conclusions were made, which once again emphasized the need and importance of the institution of principles of law of the Ukrainian Parliament.
