LOCAL GOVERNMENT IN BULGARIA: EXPERIENCE FOR UKRAINE

Abstract

This work provides a detailed analysis of local government in Bulgaria, highlights the positive and negative aspects of the system of local government. The works of scholars studying the topic of local self-government in Bulgaria are also considered, they are analyzed and on the basis of the performed analysis the stages of implementation of decentralization reform in Bulgaria are singled out. Based on the analysis, three stages are identified: clarification of principles and forms of decentralization, preparation and adoption of regulations, determination of competencies of local authorities, introduction of a new territorial division at the regional level, strengthening financial independence of local authorities, creation of an updated territorial management system. decentralization and deconcentration. The essence of administrative, financial and political decentralization in Bulgaria is explained. In addition, with the use of regulations of Bulgaria analyzed the administrative structure of this country, public authorities, defined their structure and subordination, identified all bodies empowered to exercise local self- government, separately explained their functions and responsibilities based on the analysis of scientific literature and regulations of Bulgaria. The authors of the article conducted a study of the existing positive aspects in the experience of Bulgaria's implementation of local self-government and suggested ways to implement it in the system of local self-government of Ukraine. In addition, the authors studied the negative aspects of governance in Bulgaria, highlighted their negative consequences for local government and described the negative impact on local government in Ukraine in the case of implementation of such practices in the system of our state. In addition, this paper considers the decentralization reform in Ukraine and notes its positive impact on the system of local self-government in Ukraine, as well as describes the negative aspects, including corruption in government, inconsistency of expected results from the reform with the realities of local self-government, educational and medical reforms, inexperience of staff, lack of new managers and application of ideas of people who have already worked in this field, the presence of a large number of officials involved in working within one local community, without counting the number of managers to the number of residents of one local community.
