Professional development of teachers in the system of formal and non-formal postgraduate education during quarantine restrictions period

Abstract

The article is devoted to the problem of professional development of teachers. The issue is regarded as a component of transformational processes in education in view of challenges posed by global pandemic. It is noted that the Central Institute of Postgraduate Education (CIPE) , being a structural unit of the University of Education Management at the National Academy of Education Sciences of Ukraine, has adapted its activities to the challenges of present time, significantly updated the operating system to ensure proper quality of professional development in conditions of uncertainty caused by quarantine restrictions. The article analyses the experience gained for overcoming the COVID-19 challenges in education in various countries of the world, in view of different models of online learning, specific technical and financial capabilities, national features of educational process organization and pandemic response policies. It is emphasized that advanced training in CIPE is aimed at implementation of state educational policy in the field of professional development of scientific-pedagogical, pedagogical and managerial staff, their training for work in the context of educational reforms, meeting the needs of consumers of educational services, customers of educational services and stakeholders. The conditions for above-mentioned activities are created due to combination of formal and non-formal postgraduate education, implemented in view of COVID-19 risks influence on epidemiological situation in Ukraine. In accordance with this strategic activity direction the key priorities have been defined. There have been described the theoretical bases of conducted research and practical aspects of formal and informal postgraduate education in view of work under quarantine restrictions. It is emphasized that synergetic and integrated system of postgraduate education requires the application of appropriate management technologies. The corresponding step-by-step management technology for professional development of teachers is presented. The basic provisions of the article draw to the conclusion that formal and non-formal postgraduate education create preconditions for high-quality securement of state commission for advanced training of pedagogical, scientific-pedagogical and managerial staff, as well as meeting their educational needs in process of continuous professional and personal development, and it serves as a guarantee of leading positions of CIPE in the market of advanced training educational services.
