Foreign and domestic experience in the project management formation in historical context

Abstract

The article contains a historical analysis of foreign and domestic experience in the formation and usage of project management as a component of effective management and achievement of the set goals in the social and economic life of society. Since project activities are not only a product but also a mechanism for the development of culture, since the creative activity of its foundation is not possible without an objective and an implementation plan. The project is defined as a set of interrelated measures designed to achieve within a given period and budget defined objectives with clearly defined objectives. The history of the development of project activities continued in time but is not clearly defined as white among other professions. The contribution of A. Fayol and G. Gant to the development of project management is indicated. It has been determined that each country has implemented different approaches to project management based on different types of business systems. In Ukraine, the advent of project management techniques was accompanied by an intensive exchange of scientific methods and practical experience with foreign specialists. The introduction and development of project management in Ukraine was initiated by IT companies which have many years of experience in the successful implementation of complex projects in the field of information technologies. The project approach to business and public management becomes an effective tool for change and strategic planning. One of the effective mechanisms for resolving development problems at the local level is participation in a wide range of social and economic development projects implemented with funds from international financial organizations – IFIs projects. A significant factor in the introduction of decentralization reforms in Ukraine has been the introduction of foreign practice in public budgets which has been drawn from Polish experience
