Abstract
The article considers the issue of improving the mechanisms of public management of the provision of rehabilitation services in the field of health care in the context of medical reform. It is determined that in the process of reforming the national health care system one of the promising areas is to improve the provision of rehabilitation services, which is important for human development, return to the labor market of people with temporary partial disability, improving quality of life, reducing maintenance costs. in hospitals, creation of a new model of medical and social examination, etc. The effectiveness of such activities requires appropriate legal, organizational and economic principles and solutions to a number of problems that exist in Ukraine. The target groups that need rehabilitation services in the field of health care and the procedure for forming multidisciplinary rehabilitation teams (MDRC) are analyzed. It is determined that the algorithm of MDRK activity gives the chance to organize the rehabilitation help on uniform principles, on the basis of evidentiary rehabilitation, with involvement of full structure of experts. Such measures have been shown to be in line with the World Health Organization's (WHO) Rehabilitation 2030 (2017) initiative, which called on all stakeholders to engage in coordinated and coordinated global action to increase rehabilitation and identify ten priority areas for strengthening health systems. health in terms of providing rehabilitation services. Some aspects of the implementation of the Protocol for the provision of rehabilitation care to patients with coronavirus disease (COVID-19) and convalescents are considered. It is determined that the Protocol is based on international documents on rehabilitation care for coronavirus infection and is adapted for practical use in Ukraine. Further implementation of the Protocol depends on the decision of the National Health Service of Ukraine to include such a service in the new package of medical rehabilitation services. The problems of financing rehabilitation services are analyzed, it is proved that in the process of IFF implementation it is necessary to coordinate, in addition to financing issues, the integration of IFF data into the Registers of electronic health care system for further use by rehabilitation specialists, ITU system workers, social protection and inclusive education workers. representatives of ministries and departments implementing the state policy in the field of rehabilitation. One of the main changes in the approach to medical rehabilitation is the provision of data exchange between E-Health, E-Social, EIAS "Children" (Ministry of Social Policy), AS "IRC" (MES) and the register of veterans, which minimizes corruption risks to establish disability status and accompanying a person with a disability
