Abstract
The effectiveness of the implementation of educational reforms is proven by international experience, in particular the experience of the Republic of Finland.The effectiveness of the implementation of educational reforms is proven by international experience, in particular the experience of the Republic of Finland. The article, based on an analysis of the legal regulation of the modernization of Finnish school education, found that during the nineteenth and twentieth centuries in the Republic of Finland there were changes in the school education system, using strategic approaches. Historiographical research has shown that Finnish education policy is dynamic and flexible. According to the results of the analysis of normative and legal sources (laws, decrees, programs of different years) the peculiarities of legislative regulation of successful reform of school education in the Republic of Finland (1950-2010) are substantiated and covered. The leading ideas caused by the changes in the legislation were revealed and analyzed, namely: establishing a level school education and improving its quality, ensuring the rights to free education. The aim of the article is to characterize the impact of legislative regulation of qualitative changes in the school education system in the Republic of Finland (1950-2010). It is established that changes in the legal framework of 1950-2010 significantly modernized school education in the country; education contributed to social welfare in society. The prospect of further research is to study the experience of school education reform in the Republic of Finland in order to find best practices for reform and implementation in Ukraine.
