In this brief article, a civil society attempt, which occured in İstanbul at the beginning of World War I , it's mentioned. As a matter of in Ottoman Empire lots of public services had been carried out by the private companies with concession system. One of that private company was Dersaadet Haliç Vapurları Osmanlı Anonim Şirketi as well. In 1914, that company's price of transport has been increased by thirty percent. But the reaction of the local people had been quite strong. About two hundred people demand from the goverment with their collectively applications, to be abolished that decision which they find unjust. And finally that decision has been abolished.
