Abstract
Adapazarı witnessed the struggle for influence between the power in Istanbul, namely the Istanbul Cabinet and National Forces (Kuvvayı Milliye ) during the National Warfare period. Therefore the city and the surrounding districts often handovered from one force to the other. After these developments, city notables proposed the constitution of an impartial administration which then approved by both of the conflicting sides and by the Greek occupation headquarter in İzmit. As a result the Impartial Order (Tarafsız Nizam) administration founded in September 1920. The Impartial Order administrators had the latent support of National Forces. This status had continued until the city saved from the Greek occupation in 21 June of 1921.
