Abstract
The establishment of printing press in the Ottoman Empire, besides it had increased the book influences on people, it also brought into existence a new legal arrangements and before printing control. Before printing control, had been done by boards that were related to the Ministry of Public Instruction. While the Public Instruction Council had been examining the press materials before, by time the same woke had been accepted from other boards. During the time of Abdulhamid II. before printing control had been done by the Society of Composing and Translation, Council of Investigation and the Commission of Written Works Investigation. The permission for printing would be issued after the book had been checked over by the mentioned boards. This work has been dealing with the procedure of printing and publishing a book.
