Abstract

It is noted that modern globalization processes in the economy are based on technological (production) exchange of goods and services and independent transnational financial capital. As a result of liberalization, the globalization of financial markets is accelerating, and the efficiency of capital inflows is increasing. All possible forms of capital flows are used: from traditional loans to equity investments, government securities, direct investments, bank deposits. Technological (production) exchange of goods and services is also subject to withdrawal. The nature of world trade is changing. In addition, over time, international trade is increasingly beginning to reflect not only the division of labor between countries, but also the distribution of production functions within transnational concerns that go beyond national borders. Under the influence of this, intercorporate exchange is becoming more and more developed and production and technological convergence of economies is taking place. It is determined that today's problems of industrial development of Ukraine and old industrial regions are unique in composition, severity and complexity. The essence of uniqueness is an unprecedentedly deep decline in the entire real sector of the economy, exacerbated by increasing structural deformations and disintegration trends that have broken the integrity of the reproduction process. Solving such complex tasks of reforming the real sector of the economy is impossible without a state industrial policy. It is industrial policy that should ensure not only overcoming the decline in production, but also restoring the unity of the reproduction process, the implementation of structural adjustment, the formation of a competitive industry based on modern technological structure. The implementation of technological restructuring will help strengthen the elements of technological structure, its diffusion into the economy as a whole and the regions, in particular the development of technological structure. This will ensure the technological homogeneity of domestic industry with the industry of developed countries, which solved the problem of changing the dominant technological structure by the early 90's, as well as reduce not only energy and resource intensity of production, but also its "environmental aggressiveness"
