Management of development processes of public servants of local education bodies in the conditions of decentralization

Abstract

The article provides a theoretical justification and considers the actual issues of effective management of development processes of public employees of local education bodies in the conditions of decentralization and transformational changes. It has been established that in the new socio-economic conditions in Ukraine, the urgency of managing innovative processes of development of public employees of local education bodies is increasing, since increasing the competitiveness of national education is impossible without radical changes in the reproduction and effective use of managerial labor. The main functions of public authorities in the field of education are systematized and the mechanisms necessary for effective management of the development processes of public officials of local educational authorities are proposed. The prerequisites and predicted results of the creation of an innovative management system for the development of public employees of local education bodies in conditions of decentralization are revealed: participation in the training of all categories of employees of education management bodies; continuous updating of competencies; ensuring high quality of professional training; introduction of targeted scientific support for the development of local self-government officials. It was emphasized that the personnel management of local education bodies is based on the following principles: scientificity, democratic centralism, planning, unity of orders; combination of individual and collective approaches, centralization and decentralization, linear, functional and target management; control over the execution of decisions. It is noted that an integral component of the modernization of state administration in the field of education is the improvement of the quality of professional training of civil servants and officials of local self-government. Only with up-to-date knowledge and appropriate professional skills can one successfully perform management functions. It is suggested that public officials of local education bodies pay considerable attention to the education of such personal traits as high professional competence, creativity, creativity, independence, perseverance, and adaptability. For this, it is necessary to reform the education system in Ukraine and bring the content of the educational process closer to the growing demands of the labor market and educational services, the individual, as well as to increase the amount of investments in improving the quality of education, lifelong education, the development of innovative educational programs aimed at the formation of anticipatory dynamic competencies, development of creative potential and their scientific and methodological support. Attention is drawn to the fact that during the war period and in the conditions of anti-epidemic measures and restrictions, the efforts of public officials of local education authorities are focused, first of all, on creating safe conditions for obtaining an education, ensuring the availability and continuity of education in regions of Ukraine with different security situations (ensuring distance learning; organizing completion of the academic year and the admissions campaign; attracting the potential of displaced teaching staff; coordinating humanitarian aid for accessibility and continuity of education, etc.). The issue of the need for legal regulation of remote work in the field of education and the status of remote workers, which lags behind the pace of implementation of information and communication technologies, is separately highlighted. Currently, there is a trend towards the formation of the electronic labor market – a new segment that must be provided with adequate legal regulation. Undoubtedly, the level of their creative self-realization and self-development depends on the professional competence and creative potential of public employees of local education bodies.
