The article formulates the dominants of the development of the physical culture and sports services following the analysis of the problems of the development of the sphere. This contributes to avoiding the dispersal of efforts and financial flows, ensures the concentration of managerial decisions on priority areas of development, which bring the sphere to a new qualitative level. Following the identified dominants allows choosing the most effective tools for the implementation of strategic development objectives.
