FUNCTIONAL COMPONENT ADMINISTRATIONS OF THE SECURITY SECTOR OF UKRAINE

The article is devoted to the definition of the concept of the security sector, the definition of its subjects and functional components. It is established that «management of the security sector» is the activity of authorized bodies aimed at achieving specific tasks with the help of management methods, forms, methods and functions, as well as the public, implementing state policy in the sphere of ensuring national security. The functional components of the administration of the security sector are clarified. Attention is focused on the need to improve public participation in the development of public administration in the security sector of Ukraine, namely: the creation of conditions, both organizational and legal, for public participation in the formation and implementation of state policy on national security issues, the creation of conditions for the implementation of public control over activities of the components of the security and defense sector. Ukraine has great potential in the defense industry, as there are many enterprises specializing in the production of various military equipment and weapons on its territory. The government pays attention to this problem and develops various measures to support the defense industry, in particular, stimulating investments, military-technical cooperation with other countries, and improving the quality of education in this area. At the same time, at present, we do not have a single regulatory and legal act that would regulate the establishment of cooperation between institutions of the security and defense sectors within the framework of the implementation of tasks to ensure the state's defense. The conclusions indicate the need to adopt a normative legal act regulating the establishment of interaction between the functional components of the security and defense sector within the framework of the implementation of tasks to ensure state defense. The security and defense sector of Ukraine is assigned tasks related to the implementation of the defense function of the state. Functional components of the security and defense sector of Ukraine: security forces, defense forces, the defenseindustrial complex, citizens and public associations that voluntarily participate in national security.
